Tomoe Hotaru is 12 years old and a sixth grade student at Mugen Gakuen School. She is Sailorsaturn, the senshi that the Outers did not want to awaken. They tried to prevent this by killing her but failed when Sailormoon and the Inner Senshi stopped the Outers because she had become Chibi Usa's best friend. They felt that she was a good person, and she was a senshi, so she was part of the team. As a result, they protected Hotaru until she was taken by Kaolinite.
After being taken by Kaolinite, Hotaru switched personalities. She did not become Sailorsaturn but she began her transformation into Mistress 9, the alien being that was implanted in Hotaru's body after the explosion that had killed her mother. Kaolinite brought Chibi Usa to her and sacrificed her to Hotaru/Mistress 9. Mistress 9 took Chibi Usa's pure heart and consumed it, which gave her enough energy to transform into Mistress 9. Mistress 9 then lured Sailor Moon to Mugen Gakuen to get the Chalice from her. She succeeded, which enabled her to bring Master Pharaoh 90 to Earth from the Tau star system. Hotaru and Saturn fought Mistress 9 for control of the body. Eventually, Hotaru and Sailorsaturn won. Mistress 9 was destroyed, and Sailorsaturn went to destroy Master Pharaoh 90. Super Sailor Moon followed her and brought her back as a baby.
Tomoe Hotaru returns in Sailor Stars. Setsuna takes her from her father and brings her to Haruka and Michiru. Hotaru begins to age rapidly, going from an infant to a 4-year-old in a matter of minutes. She also gives Haruka, Michiru, and Setsuna power-ups so that they become Super Sailors. She transforms into Super Sailorsaturn.
